This is inconsitent with Faradays law with a changing the magnetic field B. Three D is required to show both the magnetic field topology and curl E. The theory that is required shows that an electromotive force is necessary allowing stored magnetic energy to be used. I prefer calling this process a change in the state of interconnection.
