Hello everybody,
  This dreaded task has finally fallen into my lap.  The major task for the
first week of March is to make sure we have good coordination with the EISCAT
campaigns.  I am confused as to whether the EISCAT  campaign is still going ahead
in March.  My diary indicates that the Eiscat campaign will continue from March 1
to March 7 from 17:00 to 23:00 UT each day so I assume it is.

  David Steele will stop ground based observations by March 1st. I dont know
about the status of Prof G. Haerendel's observations.

  F3C does not yet actively participate in Burst mode so I dont have a good feel
for the pros and cons of this mode for each instrument.  My general impression is
that when ground coordination is required the preferred mode is "standard" so
there are no gaps in the data record, (which would occur in burst mode passes).
Hence I have followed the lead of Bengt and made all of the passes over Esrange
which are possibly involved in Eiscat campaigns to be run in "standard" mode.

  I have rescheduled the burst mode to occur on an auroral midnight pass, where
both Prince Albert and Esrange can see the instrument.  This should allow the
F1 team to see the burst occur in real-time.  The burst should occur very close
to the peak geomagnetic latitude of Freja (according to the Characteristic
plots).  The burst mode dump is scheduled to occur towards the end of the
Esrange pass when Freja is at lower geomagnetic latitudes.  I selected a special
mode for this pass where everyone is studying field aligned currents.  I thought
that F2 might want to trigger on field aligned currents.  I shall leave the
trigger details to F1 (is that okay F1?)

  I have placed quite a few special studies into the schedule.  I suspect
most instruments are quite able to support all the different special studies
using their standard modes.  However I thought experimentors would like to
know what other experiments (like F3C which must duty cycle between different
types of observation) will be focussing on.  The choice of special orbits
is fairly random.  I have selected Ion acceleration, field aligned currents and
cold ion heating to run on one high latitude pass each day.  Langmuir waves,
lower Hybrid waves and solitary waves duty cycle one high latitude pass a day,
repeating every 3 days. If any one objects to this please let me know.

  I have also included a spacecraft wake mode on the first, low latitude pass
over Esrange.  I thought interested experiments might try and do some wake
measurements.  Of course if you dont want to then just do your own thing.

  I assume F5 is still off the air so I have not tried any "imager footprint"
special studies.  I hear that Sandy is trying to power up the imager next week,
so I take this opportunity to wish him good luck and mention that I have my
fingers crossed.  If all goes well then if Sandy has any special requests I
suggest we all try our best to accomodate him so he may get the most from
his instrument.

In the list below three to four passes for special studies and one for Burst
mode have been selceted. The other labled Standard, are for individual science,
dumping, testing.

NOTE that the dumping of data must be made on the same passage, otherwise the
data will be lost at power off for some of the experiments. I suggest that the
last 12 min of the Burst passage is reserved for the dumping of data.

Experiments for which FOC has not received any specific requests, will be run in
standard science mode by default.

The cancellation order list includes three orbits per day. The order is that the
first listed orbit should be deleted first.  Any other orbits not on this list
cannot be deleted.
